I just happened to check a drawing for a F&G hunt and noticed I had two unreported pig tags for 2016. FYI in case you haven't acknowledged you gave the state $20 for nothing last season...

There is no penalty associated with non reporting when no pigs have been harvested.

Why not? The reason for the pig tags in the first place was for reporting so they could do wonderful things with pig management... Hmmm... Ed F

I just logged on and reported the last pig tag. It still let me do it and didn't seem to be penalized.

The "requirements" column:

All successful hunters must immediately submit a harvest report to the department. The DFG requests that unsuccessful hunters submit a harvest report at the end of the season. (CCR, T14 Section 708.13)

The pain in the arse part is when you have more than one, then you need to dumb document number.

I believe bear tags started out the same and then became punitive if you didn't report.

With bear tags, if you failed to report you couldn't get a bear tag the following year... that's the way it used to be. Ed F
