Sorry, but Gmap4 does not have a way to overlay maps.
If you could get boundary coordinates for some BLM land you are going to visit then you could put those in a file and display the file with Gmap4.

Gmap4 runs in the browser on iPhones,iPads and most other mobile thingies.
Note that the browser has to be online.
Gmap4 does not have any offline capability.
